Illiteracy in Pakistan

Literacy:

Literacy in Pakistan means "person who is capable of  reading simple text from  news paper or magazine in any language and do simple mathematical calculations such as subtraction, addition etc is considered as literate.
Literacy rate of Pakistan is 58% which is alarming in which half of the men are illiterate and two third of the women never had the opportunity to go to school. Most of the Governments did not give priority to education and they always allocate less budget to education as compared to other sectors.

Let us compare Pakistan's education budget and development budget of Punjab :

 Pr-Primary, Primary and Secondary Education Affairs Budget for FY 2018-19:

1) Government has set aside Rs10.12 billion for pr-primary and primary education affairs.
2) Rs 12.4 billion for secondary education affairs.
3) Rs 71.2 billion for territory education affair

Punjab budget for development for fiscal year 2017-18:

Rs 635 billion is allocated for annual development program for Punjab.

As you see, our governments are focusing more on development programs rather than education.
Our country is a developing country not a developed country so we need to invest on human development and not on big projects. 

Most of the schools in rural areas have very low standards, we don't need to make new schools, just bring existing schools up to the mark because our future depends on "how much we invest on human development"?
We need to understand that only literate society can understand the social challenges and bring the change in our country.
